Il d\u00e9crit les conditions cadres et les attentes dans lesquelles la Luftwaffe a \u00e9t\u00e9 constitu\u00e9e quelques ann\u00e9es avant 1914, quels acteurs ont \u00e9t\u00e9 d\u00e9cisifs, quels ont \u00e9t\u00e9 les \u00e9checs \u00e0 l&rsquo;approche de la guerre et dans quels domaines les bonnes d\u00e9cisions ont \u00e9t\u00e9 prises. Enfin, une analyse des aspects techniques, de la strat\u00e9gie op\u00e9rationnelle et du personnel est utilis\u00e9e pour tracer et d\u00e9montrer la capacit\u00e9 d&rsquo;action de la Luftwaffe. Ainsi, aujourd&rsquo;hui encore, on a souvent la conviction que les forces a\u00e9riennes, contrairement \u00e0 d&rsquo;autres unit\u00e9s, ont conserv\u00e9 leur capacit\u00e9 de combat jusqu&rsquo;au bout.
